Data Centers come in a variety of sizes and are sometimes a separate ownership to the hosting company and are sometimes a combination. In small data centers, the networks are simple and often congestion or failures can be solved manually and reasonably quickly. However, as the network size increases the complexity increase quickly to a point where manual restoration becomes an extremely complex problem to solve. So a small data center may not value the restoration capabilities of CertusNet. But, a small data center must be more diligent about how it manages its connections to ISPs and the margin it can make off the connection charges for a given performance.
In the case of mega data centers the complexity is beyond the scope of humans to manage efficiently, the chances of cascading failures are high and the opportunity to save power is extremely valuable.
